It is possible to delete the file or directory with WinHex ?

don't overwrite , just delete .

Well, depending on the file system in question, you could manually make the necessary modifications in the file system to reflect the file being deleted. Easy in FAT, not so easy in other file systems...

Other than that, if its "just delete" you want, why not hit the "delete" key in Windows Explorer...

how can do it in windows xp and with NTFS file system , and with assume that the file isn't fragment.
