So far I was not able to do what I described in the subject with the "Edit" -> "Define block" tool. If it is not yet possible, it would be nice to be able to specify an offset, say whether it is relative to the begin / end / current position and to specify a block length.

No, thanks for that suggestion. For the moment you would have to use the Go To Offset command (with relative offsets) and set the block boundaries thereafter.
