I was told i need to use hex editor to have two of the same programs simaltaniously. anyone know how i go about doing this

If it is possible to run two instances of the same program at the same time, this depends on how that program was implemented. A programmer can allow this or disallow this. You cannot change this behavior using a hex editor, I'm afraid.
