I'm converting a Gothic II .vdf file from German to English using hex editing. The problem is I can only replace words with words of equal or less characters. Is there any way I can add characters?

I don't know .vdf files, but they probably have a fixed format that does not allow inserting or removing bytes from within the file without corrupting it. So the answer is yes, principally you can add characters (press the Ins key to switch to Insert mode), but that may render the file unusable by the corresponding software.
