Open the file (presumably a savegame file is meant?), choose Position | Go To Offset, enter 44, and press OK. ("0x" means hexadecimal. You are in hexadecimal offset mode by default.)

The cursor is now at offset 0x44, and you can change the two-digit hexadecimal value at the cursor to 07.

i tried to change the value to 07, thecheat requires 02 and/or 06 to be change to 07, but the offset 44 shows only zeros, how do i setup winhex to show the real hexa values in any offset line?

Unless there is an unknown bug (which I do not believe in the case of such a basic functionality), WinHex of course does show the real hex values at the correct offsets.

There must be a different reason why the file does not meet the requirements of the cheat.

No. Either WinHex is malfunctioning on your system or you did not interpret the display correctly. If you send me a screenshot of what you mean, I can tell you exactly.
