If you mean the Windows policy when dealing with a medium (optimize for performance or quick removal), then no, you can do it in the Windows Explorer.

If you mean whether Windows deals with a medium as a partitioned or as an unpartitioned medium, then I think I have had success with that some time ago, but not sure any more.

If you mean something else, then no.
