I have bit stream image of my laptops hard drive taken with X-Ways Forensic. What would be the best tool to use to recreate my drive on a USB HDD?

If I do that can I then boot any computer from the USB HDD as though I were on my laptop?

You could use "File" --> "Restore Image" to write the image file back to a drive.

Booting any computer with this drive from USB will likely not work, since the installed operating system will be referring to its own drive as some ATA device rather than USB and thus certain things will fail. Apart from that, there is also the issue of having completely different hardware in general.
