Can WinHex Professional Licence make adquisitions from PDA or Celullar. If is this possible, can Winhex make an analisys of this acquired information?

WinHex cannot access the internal memory of such a device, for every vendor has a proprietary interface. Just the replaceable memory cards (CF,SD,...) can be imaged. There are third party tools to image a SIM-Card.
Yes, WinHex can be used to analyse such memory images from mobile devices - at least some people do - but do not expect a particular 'analyse cellular phone' button.
